Must apply and meet income guidelines, have a heating source/expense, and must have resources less than $2,200. Income must be equal to or below 130% of the Federal Poverty Level.

Applications for the 2 primary target groups are taken between December 1, 2011 and January 31, 2012. The target groups are listed below.
