Services: The programs provide utility assistance to low-income customers who meet eligibility requirements in the Southern California Edison service area. Services include discounted utility services, energy conservation improvements, street lighting maintenance in County Unicorporated areas, and utility disconnection notices for older adults.
Discount Utility Programs include the California Alternative Rates for Energy (CARE), the Family Electric Rate Assistance (FERA), Energy Assistance Fund (EAF), and the Medical Baseline Program. Southern California Edison also provides a Friendly Reminder notification program.
CARE is a utility bill discount program that provides a 20% or more discount off the electricity bill of Southern California Edison customers who meet the income guidelines. CARE is an ongoing program, but customers must re-certify via a mail-in application every two years. The program is also available for non-profit facilities such as homeless shelters, hospices and residential treatment facilities.
FERA is a utility bill discount program that provides a discounted rate on the monthly bill to income qualified customers that exceed their baseline usage by 30% to 100%. To qualify, there must be a minimum of three or more permanent residents in the household and the total household income must meet the program guidelines.
EAF/Rate Relief is a program that helps SCE income-qualified residential customers pay their electrical bills. Customers are eligible for this assistance one time in a 12-month period. Maximum assistance amounts is up to $150, based on actual amount owed. The maximum assistance amount is subject to change for each program year.
A Medical Baseline allocation may be available to persons whose primary residence requires the regular use of electrically powered life-support equipment and/or has a qualifying illness, such as quadriplegic, paraplegic, hemiplegic, multiple sclerosis, scleroderma, other life-threatening illnesses, or someone with a compromised immune system (the elderly).
The Friendly Reminder Program allows a customer to designate a third party to receive notification if a bill becomes past due or service will be disconnected. The customer and third party must both sign the application form.
Hours: Monday through Friday, 8:00am to 5:00pm; emergency services are available by voice or TDD Monday through Sunday, 24 hours per day.

Services: Foundation for Women Warriors provides emergency financial assistance for female veterans and their children in the form of rental assistance, childcare assistance, and utilities. Connect veterans with resources in their community for other needs or for those that do not qualify for our financial assistance programs. Clients must be single, have permanent housing with no other adults in the home, be working or going to school, demonstrate financial sustainability, and have an honorable discharge to qualify for financial assistance.

Eligibility: Single women veterans in Southern California with or without minor children. Must have honorable discharge, sustainable income and agree to one- time only assistance only. Clients must be working or going to school to receive assistance, have permanent housing with no other adults in the home, and need assistance with current bills or rent. We are unable to assist with past due bills or rent, eviction notices, or three day shut off notices.

Services: The program provides financial assistance to low-income people who live in the Southern California Gas Company service area. Services include discounted utility services and rates for low-income customers and utility disconnection notification services. Programs include: California Alternative Rates Energy (CARE) program, Direct Assistance Program (DAP), Gas Assistance Fund (GAF), Medical Baseline Program, Level Pay Plan and Third Party Notification. Income restrictions apply for most services.
The CARE program provides a 20% discounted rate for households whose incomes meet guidelines established by the California Public Utilities Commission. To be eligible for the CARE discount, customer's income must be equal to or less than 200% of the Federal Poverty Guidelines. The program is also available to non-profit group living facilities such as homeless shelters and hospices with low-income residents. Non-profit facilities must show proof that their residents meet the low-income eligibility requirements and proof of their non-profit status.
The Direct Assistance Program (DAP) provides free energy-saving home improvements to low-income homeowners. Customers may participate approximately every 10 years, and like the CARE program customer's income must be equal to or less than 200% of the Federal Poverty Guidelines. The Gas Assistance Fund (GAF) is a seasonal program administered by the United Way, that helps income-qualified customers pay their gas bills with a one-time grant of up to $100 toward the gas bill (during specific winter months) The actual utility bill assistance is provided through community based organizations affiliated with United Way. See the separate entries for utility bill assistance.
The Medical Baseline Program provides additional heat at a lower baseline rate for customers with special medical needs such as quadraplegics, paraplegics, hemiplegic or those who have multiple sclerosis or scleroderma or any other condition in which heating and cooling are a medical necessity. The program is not based on income, but doctor certification is required.
The Level Pay Plan smoothes the ups and downs of monthly gas bills by averaging annual gas consumption and costs over a 12 month period. Monthly bills are an average instead of actual charges.
The Third Party Notification Program is designed to prevent service disruption for customers who may have become late or delinquent in paying their gas bill. Customers may designate someone they trust to receive a copy of any late payment or shutoff notice. The designated third party can then notify and encourage the customer to contact the Gas Company to avoid service disconnection.

Services: The program provides financial assistance for people in need in the City of Los Angeles. Service includes rent payment (on hold as of 10/25/11), utility bill assistance, bus tokens, and other types of temporary financial aid such as prescription assistance for low income individuals and families. The service area is restricted to the Cathedral boundaries, which include L A City zip codes: 90005, 90006, 90007, 90012, 90013, 90014, 90015, 90017, 90021, 90026, 90029, 90031, 90032, 90033, 90042, 90057, 90065 and 90071.
Eligibility is determined on a case by case basis. Eligible clients must have some form of income; and home visits are required before services are provided. Financial assistance is paid by check to the owner/landlord or to the utility company, and is a one time only service. People from outside the service area should be referred to their local church.
Rent payment assistance and utility bill assistance is provided for families who cannot meet the full payment of their current month's rent or utility bill payment. The amount of the assistance depends on the case; the client is expected to contribute part of the payment. The program is unable to assist people who have already received a three-day eviction notice. Funds for rent and utility assistance are usually exhausted by the end of the 2nd week of the month, but clients who meet the eligibility criteria should still call to find out whether funds are still available. Families with children under the age of 18 are given priority.
Bus tokens are provided to low-income people who have appointments for doctor visits or for employment related appointments. Proof of the appointment is required.
Medical prescription assistance, work permit fee and ID's are provided for low-income people when funds are available.
Hours: Monday, Wednesday, Friday, 8:30am to 12:00 noon.
Eligibility: Call the center to apply; an appointment is not required.
Documents To Bring: Proof of ID may include CAID or CADL, picture ID from employer or school or birth certificate. ID is required for all family members. Proof of income, may be pay stub or documentation of employment on company stationery, or letter of public assistance. Proof of residence may be a utility bill, and a contract rental lease from the landlord, or the last month's rent receipt. Legal documentation is required for any type of financial assistance. The agency will not accept self-affidavits.

Services: The agency provides HIV/AIDS services for Asians and Pacific Islanders, who are monolingual or who have minimal English skills, in Los Angeles county. Services include advocacy, buddy programs, case management, disease/disability information on HIV infection and AIDS, general counseling services, health related support groups, outreach programs for HIV positives and transgender at-risk populations and a rent payment assistance and utility bill payment assistance program. There are no geographic restrictions.
The project provides linguistically appropriate outreach to the Asian and Pacific Islander communities. Education, prevention and outreach services are also targeted to gay/bisexual men, youth, women and transgender persons.
Asian Pacific AIDS Intervention team (APAIT) helps provide access to the LA City Housing Department HOPWA rent payment assistance program for eligible participants.
