Services: ICAP is a federally designated Community Action Program providing self-sufficiency services to low-income and elderly persons in Brookings, Clark, Codington, Deuel, Grant, Hamlin, Kingsbury, Lake, Lincoln, McCook, Miner, Minnehaha, Moody, and Turner counties in eastern and central South Dakota Major service components include Early Child Development (Head Start, Early Head Start), Nutrition, Housing, Homeless, Transit, and Community Services ICAP has an office in each county to assure that potential participants can access the assistance the Agency offers.
