Services: 1.Head Start - Program for preschool children ages 3-5. Program includes dental health, nutritional, developmental and social services. 10% of enrollment serves children with disabilities. Head Start is mandated to furnish 20% volunteer services by parents and the community; No fees. Monday - Friday 7:30 am - 3:30 pm August-May. (See Delta Head Start - Rayville)
2. Child/Adult Care Feeding Program - Reimburses people who provide meals for children/adults they babysit in their home. Available in East Carroll, Franklin, Madison, Richland,Tensas, and West Carroll Parishes.
3. Migrant Education Program - Provides advocates to go to the homes of migrant children, ages 0-21, to tutor children & provide school supplies; Covers East Carroll, Madison, Tensas, and West Carroll Parishes.
4. Energy/Utility Assistance - L.I.H.E.A.P. Applications are taken when funds are available

Services: 1.Community Services-Includes referral services to other agencies, blood pressure checks, glaucoma screening, self-defense classes, exercise classes, organizing neighborhood watch, elderly activities, family planning counseling, distress counseling and referrals, volunteer income tax assistance.
2.Utility Assistance-(gas or electric)for low-income, elderly or handicapped people. Recipients must be residents of Ouachita Parish, bring 3 previous months energy bills & certification of household income before completing an application.
3.Housing Counseling-Provides income counseling to HUD owners/renters. Counselor will aid the recipient in communication with mortgage-holders or renters. Appointment is necessary and personal interview is mandatory. Seminars with speakers from area banks/mortgage companies.
4.Medicaid Enrollment-Assists individuals in applying for Medicaid. Contact Thelma Robinson.
5.Emergency Assistance-Provides payment of rent; mortgage payments for clients who need this assistance and do not qualify for medical card.
6.Community Food & Nutrition Program-Food pantry for emergency food needs for clients who are in process of qualifying for Food Stamps and also for those who do not qualify for Food Stamps.

8.First Time Home Buyers Program - educational classes to help low-income purchase a home; will match funds up to a certain amount.
