Energy Resource Center (ERC) has been helping low-income eligible homes become more energy efficient by providing weatherization, furnace, and insulation services since 1979. ERC does NOT pay the utility bills, but improves the home to make it efficient and permanently lower future utility bills. ERC serves homes in El Paso, Douglas, Fremont and Teller Counties.Once you are approved, the first step will be to come do an energy audit on your home. Further steps will be decided from there.

We have been providing services and programs to individuals in the Pikes Peak area since we opened the Harbor House doors in February 2004. Harbor House Collaborative supports the community by being a part of our community continuum of care in service for the homeless and specifically for those with alcohol and substance abuse disorders.The current programs offered are:Supportive Housing Program- Supportive Housing is a self-sufficiency program for the chronically homeless substance abuser who has decided to enter into sober living. Through the program, motivated individuals can receive transitional supportive housing for up to 18 months, intensive case management, intensive outpatient substance abuse treatment, and counseling services, life skills support and recovery support services.The Harbor House Clinic- The Harbor House Clinic is a Division of Behavioral Health certified community alcohol and drug counseling center. We provide multi-dimensional services to individuals and the general public affected by the disease of addiction. Through individual counseling, group counseling, outreach and public education programming, our goal is to provide individual assistance to help minimize the harm that alcohol and drug use has on individuals. Safe Harbor- Safe Harbor is a recovery experience for women in a gender specific outpatient substance abuse treatment program for women, pregnant women, women who have delivered a drug or alcohol exposed infant, female offenders, women with co-occurring substance abuse and emotional/ trauma issues. Housing First- Housing First or rapid re-housing as it is also known, is an alternative to the current system of emergency shelter/transitional housing, which tends to prolong the length of time that individuals remain homeless.

The Housing Development Division supports the development and preservation of affordable housing in Colorado Springs.The City provides low-interest loans, grants, and technical assistance to qualified entities to fulfill this goal as well as some fee deferrals. The Capital Improvement Program (CIP) is another way that federal Community Development Block Grant funds are improving and preserving our communities.Capital improvements are provided within identified low income Neighborhood Strategy Areas (NSAs). Residents within each neighborhood are encouraged to participate in the process of identifying and setting priorities for specific projects to be undertaken.This process includes working very closely with active neighborhood organizations, holding public meetings, reviewing existing master plans for the older NSAs and neighborhood preservation plans for newly formed NSAs.Human Service Funding. The Housing Development Division provides funding to local 501(c)(3) and 509(a) non-profit agencies for the provision of human services to low and moderate income persons in the community.These activities are governed by the federal regulations for the Community Development Block Grant Program.
