Charleston County Human Services, Outreach Program provides community assistance through several programs. Provides emergency assistance with utility bills including deposits to establish electric service Must call in on specific day and times to try to get an appointment Appointments will be taken until the appointment log is full. Unable to pay utility bills that are over 90 days old. Also will not pay return check fees.

*if unemployed, a benefits history of employment from employment commission,

*receipts of all utility bills for the past 30 days and a current itemized bill for the assistance is needed with the applicant's name.
