Those needing utility assistance must first apply for HEAP (if eligible); those who receive assistance through HEAP are not eligible. Must have some type of income (employment, benefits etc.) that will allow resident to continue to make payments once living situation is stabilized.

Provides temporary emergency financial aid for help with rent payments and utility bill payments. Rent must be at least 30 days past due; utilities covered include electric, natural gas, propane, heating oil, water, and sewer.
