Services: The DSS offers a number of programs aimed at helping ease individual and family crisis situations We partner with local businesses and churches in expanding these programs whenever possible Some sources of crisis funding in Pamlico County are:
ADFC-EA provides a wide range of short-term emergency assistance, that may, by easing the immediate crisis, prevent future long-term dependency on other forms of public assistance.
This program helps families with children under age 21 who are in an emergency situation, (facing eviction or cut-off of lights, gas, water) If the client is eligible, help will be provided to pay these bills.
CIP - This agency provides basic financial assistance (in voucher form) to families who are experiencing problems of a crisis nature A social worker determines the household's eligibility and whether the problem can be defined a crisis This program is for households in a heating or cooling related emergency There are some income limits, which a caseworker explains to the client If eligible, a household will get help to purchase fuel or to pay an electric or gas bill.
CP&L PROJECT SHARE is funded 100% from moneys contributed by Carolina Power and Light Company customers and employees, and from corporate donations The agency provides basic financial assistance (in Vendor Agreement form) to families who are experiencing problems of a crisis nature.
TIDELAND ELECTRIC MEMBERSHIP CORPORATION provides basic financial assistance to Tideland customers only These funds are provided to customers who are experiencing problems fitting crisis definition.
CCA is a funding source available through Coastal Community Action, Inc., to income eligible households who need emergency assistance Several different sources of help are available Typically such problems are related to food, shelter, electric, medical, or heating problems A social worker determines the household's eligibility and whether or not the problem may be defined as a crisis.
CHRISTIAN AID SERVICES provides for families who are experiencing crisis Christian Aid helps with rent, food, clothing, medical, electric bills, or heating problems This assistance helps the elderly community and others who have experienced fires and loss of income.

Services: The mission of Catholic Charities is to assist the parishes, communities and Diocese of Raleigh in accomplishing the social mission of the church. In its roles of servant, advocate, facilitator and convener, Catholic Charities acts in the parish and community-at-large to heighten awareness of issues and, when appropriate, provides services to fulfill unmet needs. Catholic Charities serves people in need through advocating for social and economic justice as well as addressing immediate needs with emergency resources or direct services.

Services: The Low Income Energy Assistance Program (LIEAP) provides assistance with heating costs from December 1 - January 31 for those clients that are disabled, over 60 or receiving assistance through the adult services network After January 31, if funds are still available, the general public may apply.

Services: This ministry operates a food pantry and provides heating/cooling assistance to residents of Havelock/Harlow.
Hours: Monday - Wednesday and Friday, 10:00 a.m. - 12:00 p.m., and 1:00 p.m. - 2:00 p.m.
Eligibility: Available funds are pledged to the utility company on behalf of the applicant based on an emergency need only. Applicants are NOT qualified just because they meet the following requirements:
1. You must be a customer of the Carteret-Craven Electric Cooperative
2. You must be a Havelock/Harlow resident
3. You must not have had assistance in the past 12 months
4. You will be asked to come to an HCPMA church to fill out and sign a short information sheet

Services: A united effort of Kinston area churches to reach out to touch other people who have a need Assist people who find themselves in an emergency or crisis situation and do not qualify for public assistance Volunteer organization helps with rent, utility bills, Rx (intended for one-time Rx need), limited transportation and also provides food from pantry Financial assistance limited to $100 per 12 month period Provides Christian counseling and referrals to other resources to solve the crisis.
Hours: Monday-Thursday, 1:00pm-4:00pm; Should arrive before 2:30 p.m. to be seen the same day.
Eligibility: Candidates must have a written referral from any church, social agency, hospital, Red Cross, Salvation Army, home health, behavioral health or mental health program office, Local Management Entity (LME) or Lenoir Department of Social Services; Applicants must bring: VALID NC picture ID, with Lenoir County address matching the written referral address, and the current bill for which applicant is seeking assistance

Referral partners are encouraged to contact agency directly, prior to facilitating a written referral to ensure citizen is indeed eligible for services; Candidates for program should plan to arrive by 1:00pm on the correct day with all required paperwork; Agency can only process approximately 6 individuals per day; Candidates must be in the office no later than 2:30pm during business hours to receive an intake interview that day! No child care service is available in the agency; Handicapped citizens seeking services should call ahead for additional guidance to easily access agency; citizens who are unable to read, write, or have sight/hearing impairments can obtain assistance from agency volunteers to fill out paperwork
