Services: The Low Income Home Energy Assistance Program (LIHEAP) sponsored through the Pinellas County Urban League provides energy payment assistance on behalf of low-income individuals and families who meet the program's eligibility requirements. Three (3) categories of assistance are available. Home Energy Assistance Funds pay a state - designated portion of the client's utility bill directly to the utility company.
Crisis Assistance Funds pay the client's actual utility bill owed, up to $300 and/or other necessary emergency expenses, such as electric fans in a heat emergency during the summer months or heaters and blankets in a cold weather emergency during the winter months.
- Additionally, Weather Related Crisis Funds are available to clients when they are directly affected by a weather related or energy supply shortage as declared by the Governor and/or President of the United States. Serving Pinellas County .

Eligibility: Household income must be at or below 150% of the poverty guidelines for the year prior to the month of application.

The Crisis Assistance Coaching Program is a mandatory program for crisis applicants, which is structured to assist persons in budgeting, goal setting, decision making, menu creation, and shopping habits. Participation and completion of the program leads to self-sufficiency.
