Services: The Low Income Home Energy Assistance Program (LIHEAP) sponsored through the Pinellas County Urban League provides energy payment assistance on behalf of low-income individuals and families who meet the program's eligibility requirements. Three (3) categories of assistance are available. Home Energy Assistance Funds pay a state - designated portion of the client's utility bill directly to the utility company.
Crisis Assistance Funds pay the client's actual utility bill owed, up to $300 and/or other necessary emergency expenses, such as electric fans in a heat emergency during the summer months or heaters and blankets in a cold weather emergency during the winter months.
- Additionally, Weather Related Crisis Funds are available to clients when they are directly affected by a weather related or energy supply shortage as declared by the Governor and/or President of the United States. Serving Pinellas County .

For Heating Assistance - In addition to the food box requirement - an applicant must have the following documentation for financial assistance:
*Proof of household income for the past two months and current month. Please provide us with your income verification such as Social Security Benefits, unemployment benefits, child support, ect. If you are working , we need to see copies of your pay stubs.
*Receipts of all paid household expenses for the past two months. Examples: utilities, daycare,telephone, cell phone, car repairs life insurance, hospital or doctor, taxes, legal expenses, ect. Grocery and/or transportation receipts are not needed.
*A lease or mortgage agreement in the names of the person(s) applying for assistance or your HUD Contract
Utility Assistance - for assistance, you must provide a past due, disconnection or final notice for your current utility account or a letter from the utility company to verify the amount due. The oldest past due is what we will look at helping with, if funds are available.
