Domestic abuse services are by referral only. Must have a denial from HEAP to apply for electric and heating payment assistance. Arrears can only be applied up to 6 months prior to applying. Rental assistance cannot be applied to first month's rent. Housing must be ongoing affordable according to current income and pass an inspection.
