The amount allotted for emergency repairs cannot exceed $500. 8) EMERGENCY FOOD & SHELTER PROGRAM (FEMA): Provides a federal grant program to local non-profit agencies that assist low income residents. Funds are also used for food and emergency housing and to help displaced person find suitable housing thru charitable organizations. 9) SPECIAL LOAN PROGRAM: Provides various programs to improve single families and small rental properties for low and moderate income families. 10) RENTAL ALLOWANCE PROGRAM (RAP): Provides rent subsidies to low-income residents who are either homeless or have an emergency housing need.
